Education Series for Homeowners

Building Better Waterbury is a four-session presentation series developed by the Housing Task Force to educate and empower individual property owners to increase housing capacity through the construction of accessory dwelling units (ADUs) and duplexes.

This education series is co-sponsored by Waterbury Public Library’s Adult Learning program.


Session #1: Zoning and Permitting Demystified

Featuring Zoning Administrator Mike Bishop, Planning Director Neal Leitner, & State Asst. Fire Marshal Shawn Goodell

This session focused on the key regulatory and statutory changes that now allow for small-scale housing and increased density, particularly in downtown-designated areas. Mike Bishop and Neal Leitner covered the more user-friendly permitting applications and steps to approval, while Shawn Goodell, from the VT Division of Fire Safety spoke to the specific circumstances in which a fire safety inspection is required for new rentals.
